One in two beneficiaries would like to see the system strengthened
Brussels, 11 February 2026 – A national study conducted by the independent research firm IPSOS among 1,000 eco voucher beneficiaries in Belgium highlights the extent to which eco vouchers have become part of Belgian employees’ daily lives.
Far from being perceived as a secondary benefit, eco vouchers represent concrete support for purchasing power. In a context of rising costs, they also help steer consumption towards more sustainable choices and support the local economy.
The figures show that although eco vouchers are valid for two years, 90% of beneficiaries spend their full amount within less than one year, and nearly 60% within less than six months. This high usage rate confirms that eco vouchers meet a real need. For many households, they provide a tangible supplement to salary, helping to finance essential expenses that might otherwise be difficult to afford.
A practical lever for sustainable and local consumption choices
Respondents were able to select multiple purchase categories. Nearly one in two beneficiaries use their eco vouchers for sustainable DIY or gardening purchases. Forty-four percent spend them on energy-efficient equipment, while nearly a quarter invest in soft mobility solutions, such as bicycles or related accessories. In addition, one in three beneficiaries report mainly using their eco vouchers in local shops, a proportion that is even higher among young working adults.
“It was important for Monizze to objectively understand what Belgians think about eco vouchers. This study confirms previous surveys we conducted among our own users and clearly shows that eco vouchers play a concrete role in households’ daily lives. They genuinely help families make more sustainable choices while supporting local businesses,” explains Jean-Louis Van Houwe, CEO of Monizze.
Notable effects in the event of abolition
The study also highlights the potential impact of abolishing eco vouchers. Nearly one in two beneficiaries say their level of consumption would be affected, and a significant share would have to reconsider certain responsible purchases without this support.
Eco vouchers clearly have an incentive effect. More than seven out of ten beneficiaries (72%) acknowledge that they positively influence their purchasing decisions in favour of sustainable products they would not have bought without this benefit. If the scheme were abolished, 77% of beneficiaries say they would be very dissatisfied and would view the measure as a loss of net salary, while nearly half believe the scheme should instead be strengthened.
Recognised support for purchasing power…
In Belgium, eco vouchers benefit approximately 2.3 million workers, according to sector data. For nearly one million of them, they are the only social voucher included in their salary package. Nearly nine out of ten beneficiaries consider eco vouchers useful — or even essential — to maintaining their consumption level and accessing essential, quality products. Furthermore, nearly 70% fear that their employer would not compensate for the disappearance of eco vouchers, or would only do so under less favourable conditions.
…and for local businesses
Beyond their impact on households, eco vouchers also play an important role in the local economy. More than one third of beneficiaries spend them in local shops, a proportion that rises to 41% among 18–34 year-olds. For many small businesses, these expenditures represent a significant share of turnover, particularly in sectors linked to sustainable equipment.
The conclusion remains clear: eco vouchers have established themselves as a structural tool supporting purchasing power in Belgium. Any changes to the scheme should therefore be carefully considered in light of their impact on households, responsible consumption and the local economy.
